The elastic on the strap is slightly damaged.

I received these from someone else.
The title stated 23.5 cm, but they are actually a size 35, which is 23 cm, and they didn't fit me. I was troubled because there was no mention of damage, but I purchased them as returns were not possible.
I would like someone who can wear them to use them.
